The Mooring Committee will discuss legal issues involved with mooring field regulations with the Town's attorney when it meets at 5:30 p.m. Thursday, Nov. 16, at the Town Office, 17 Highland Ave. The meeting is open to the public. Citizens may also participate via Zoom; the Zoom link is included in the attached agenda. Recordings of the meetings are posted afterward on the Town's YouTube channel.

The Mooring Committee consists of seven citizens appointed by the Town Council to determine whether Winthrop needs a mooring ordinance and, if so, what it should include. Its charge, also approved by the Town Council, is posted to the left. It notes that the committee is to review the recently repealed mooring ordinance and report back to the Town Council with recommendations within a year. "In doing so," the charge reads, "it may seek to answer three questions: One, does Winthrop need a mooring ordinance? Two, if so, what should the ordinance seek to accomplish? And three, what from the repealed ordinance should be retained, and what amendments should be incorporated?"

The committee will deliver a report of its findings to the Town Manager no later than Aug. 30, 2024. The committee will present its findings to the Town Council for its consideration at the Council’s next scheduled meeting following receipt of the committee’s report. The Council will consider either adopting the Committee’s recommendations as presented or calling for a special referendum election for voters to consider the recommendations.
