Effective January 1, 2024, Maine is transitioning from a closed primary system to a semi-open primary. This means that unenrolled voters can now participate in the Presidential Primary. Unenrolled voters may chose to vote in one party's primary; voters enrolled in a party may only vote in that party's primary. Reminder - a voter must remain in a party for 3 months before changing parties or unenrolling. Voters must change parties or unenroll at least 15 days before the primary in order to be eligible to vote in the primary. Voter registration forms to change party status or unenroll are available at the clerk's office.

As of February 5, 2024, absentee ballots are available. Winthrop residents can also vote in person at the clerk's office or on Election Day. You may request your ballot electronically through the State Website here or fill out the attached application and return it to the clerk's office. The application has been updated to accomodate the new semi-open primary requirements.
