9 roads to be paved in September

Council approves paving contract, authorizes revaluation RFP

Nine Winthrop roads will be repaved under a contract approved July 10 by the Town Council. 

The annual paving contract was awarded to All States Materials Group, which submitted the low bid of $594,487 -- about $79,000 less than the only other bid submitted. All States expects to begin its work in mid-September. 

The roads to be paved are: 

  • Turkey Lane
  • Narrows Pond Road
  • Wedgewood Road
  • Old Wayne Road
  • Beaver Dam Road
  • Outer Memorial Drive
  • Soper Road
  • North Wayne Road
  • Outer Highland Avenue

Approximately 2 miles each will be paved on Turkey Lane and on Narrows Pond Road, accounting for the bulk of the project.

The Council also authorized the Town Manager to issue a Request for Proposals, or RFP, for a property revaluation. Property values were last assessed in Winthrop in 2008. Local real estate market changes since then have resulted in inequities in the tax burdens some property owners face along with a reduction in homestead tax exemptions. A revaluation likely would not occur until 2026 or 2027 because of assessing firms' availability; that will allow the Town time to save to pay for that endeavor. Higher property values would allow the Town Council to adopt a significantly lower mil rate.
